Bucky knows a lot about wanting to be wanted. It used to come easily to him, the charm and the bravado of a man who knows he's attractive and can easily pull a girl but part of that had died when he'd fallen from the train. What used to be good about him got twisted to be something wrong and all of the good things he used to love about himself just became more things to hate himself for instead.
It's different when Wanda looks at him, though. She says that he flatters her and she seems at ease with it. He knows there's other elements at work, sure, but just being accepted goes a long way to making him feel better about being with her and about his choice in asking for her help. She has her hands on his chest and kisses him and he thinks it's the first time he's kissed someone since before the Winter Soldier.
